At the event, ELFA called for rules that strengthen competition, <\/strong><br \/>\n<strong>resilience and sustainable investment in Europe\u2019s digital infrastructures.<\/strong><\/p>\n<p>Setting the stage for the exchange, the Alliance, representing roughly 900 European fibre network<br \/>\noperators, welcomed the European Commission\u2019s draft Digital Networks Act as an important step<br \/>\nforward.<\/p>\n<p>ELFA underlined that Europe\u2019s digital infrastructure policy should prioritise long-term, sustainable<br \/>\ncompetition by supporting a diverse ecosystem of actors \u2013 including publicly owned, regional and locally<\/p>\n<p>anchored fibre networks \u2013 rather than attempting to engineer cross-border consolidation in fixed<br \/>\ninfrastructure markets. A diverse ecosystem of independent fibre operators helps to avoid over<br \/>\ndependence on a limited number of national incumbents, thus improving resilience, redundancy, and<br \/>\nconnectivity.<\/p>\n<p>Contrary to the current draft, ELFA called for the DNA to be adopted as a directive, not a regulation, to<br \/>\npreserve flexibility for national implementation in a highly diverse market landscape and to avoid<br \/>\ndestabilising well-functioning national models.<\/p>\n<p>On wholesale access regulation, ELFA commended the Commission for its proposal to maintain the<br \/>\nexisting ex-ante approach and underlined that the current market situation in several Member Stated,<br \/>\nstill dominated by the significant market power of the incumbents, does not yet allow for a general shift<br \/>\ntowards ex-post regulation in those countries.
