Wholesale access lets MVNOs and fibre operators use these networks to offer their own mobile services and fixed-mobile bundles. This widens choice and drives innovation for consumers and businesses.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Yet the Commission&#8217;s current proposal grants spectrum holders long licences while treating wholesale access only as a regulatory remedy, a combination the signatories warn would entrench oligopolistic markets.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The signatories therefore call for Articles 31 and 32 to be revised and for any licence extension under Article 24 to be made conditional on enforceable access obligations.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Long licences and stronger competition can go hand in hand, but only if the DNA makes them a package.
