BREKO Press Statement on the European Commission’s 2027 work programme
Brussels/Bonn, 4 November 2026 – Today, the European Commission published its work programme for 2027. Lisia Mix-Bieber, Head of Public Affairs at the German Broadband Association (BREKO) comments as follows:
“BREKO welcomes the European Commission’s continued commitment to simplifying excessive regulation in order to facilitate economic growth and strengthen the competitiveness of European businesses. The digital omnibus package presented a year ago included a number of helpful measures that should now be swiftly implemented. The ‘digital transformation package’ announced for mid-2027 can be another important step to ease the bureaucratic burden on European businesses.
For Europe’s telecoms sector, the key EU project of 2027 is finalising the Digital Networks Act, which will be crucial to accelerate the switch from legacy copper to future-proof fibre networks. While the Commission’s proposal includes many important improvements, it also contains several critical points – such as the idea of infinite mobile spectrum rights without appropriate competition safeguards – that must be addressed in order to achieve the stated objectives of creating planning security, triggering additional investment, and ensuring fair competition.
Moreover, accelerating the deployment of data centres in the European regions where computing capacity is most needed through the Cloud and AI Development Act is another important initiative on the Commission’s 2027 legislative agenda.
BREKO also welcomes the Commission’s commitment to finalising the Cybersecurity Act 2 as a way to strengthen European digital networks in a context of growing geopolitical tensions and related security concerns. However, the cost of replacing banned network components cannot be borne by network operators alone.”
