Cooperation and cooperation models

Cooperation and open access agreements between companies are becoming increasingly important for fiber optic expansion in Germany. There is no “one-size-fits-all” solution, but rather many different models of how companies can work together to jointly advance fiber optic expansion and thus the digital infrastructure nationwide. Through collaboration between different stakeholders at one or more value chain stages, resources and know-how can be optimally utilized, costs reduced, fiber optic expansion accelerated, and investments used sustainably.

We pool the open access expertise and cooperation experience of our more than 520 member companies in regular dialog formats in order to demonstrate the wide range of possibilities. We actively support our member companies in finding the right model for them and promote the exchange of knowledge and experience between companies.

FAQ

The main difference between open access and cooperation in fiber optic expansion lies in the structure and access to the infrastructure. Open access refers to a model in which one or more providers are given access to the fiber optic infrastructure so that the end customer can choose their service provider and service.

Cooperation, on the other hand, refers to collaboration between different players, which can be telecommunications companies, service providers, municipalities, investors, the housing industry, etc.

Both cooperation and open access are a suitable means of avoiding double expansion.

The value chain requires the interplay of several competencies: building, operating, providing services, and financing. Each participating company has specific knowledge and skills that can be combined both horizontally and vertically. In a horizontal collaboration, partners work at the same level of the value chain. An example would be the joint expansion of a fiber optic network or granting mutual network usage. In a vertical collaboration, individual value chain stages are complemented through specialization to achieve economies of scale. Examples of this would be a cooperation between network expansion, network operation, and service providers.

In our dialogue format, we present a variety of different projects and offer direct exchange among participants. These examples and experiences help clarify the many decision options available: What is the main reason for the cooperation? At which stage of the value chain should the cooperation take place? What is my geographic scope? How should the interconnection be made? Is a cooperation platform preferred? Does the size of the cooperation partner matter? And so on.
