BREKO closely monitors regulatory processes that are particularly relevant for alternative fixed-line operators at both the European and national levels. At the national level, this primarily involves regulatory procedures before the Federal Network Agency (BNetzA), which BREKO participates in as an intervener.

In addition, BREKO seeks to influence long-term and sustainable regulatory strategies to support its members’ interests and assist in optimizing regulatory frameworks.

BREKO is in close contact with the responsible regulatory authorities, politicians and other relevant contacts. BREKO communicates relevant topics to the appropriate bodies on behalf of its member companies. Additionally, it supports with well-developed solution proposals, assists in communication with its member companies, provides advisory support during exchanges, submits position statements, and monitors regulatory procedures.

For BREKO and its member companies, the dispute resolution procedures before Decision Chamber 11, regulatory procedures including standard offer and pricing procedures before Decision Chamber 3, and procedures on fundamental regulatory issues before Decision Chambers 1 and 2 are of high relevance.

BREKO represents the interests of alternative fixed network operators.

In exceptional cases, where the interests of alternative fixed-line providers and those of the demanders align, BREKO also advocates on the demand side outside the fixed-line sector. An example of this is the introduction of a service provider obligation.

The currently most important issue is enabling a non-discriminatory copper-to-fiber migration (LINK). In addition, there are important topics related to the review of market power abuse by Deutsche Telekom, the regulation of the dominant company and its joint venture, particularly in the area of physical infrastructure. Various dispute resolution procedures before Decision Chamber 11 are also closely monitored, as corresponding decisions can regularly have both direct and indirect impacts on our member companies.
