BREKO market analysis 2024
Comprehensive fiber optic coverage by 2030 no longer achievable without a clear political course correction.
In its BREKO Market Analysis 2024 published on 10.09.2024, the German Broadband Association (BREKO) shows that the expansion of fiber optics in Germany continues to make progress. As of June 30, 2024, the fiber optic expansion rate is 43.2% and the proportion of connected households is 22.8%. However, as fiber optic expansion is slowing down across the country, BREKO is calling on the federal government to finally take effective measures.
- Fiber optic expansion rate at 43.2 percent in mid-2024, fiber optic connection rate at 22.8 percent
- Expansion in the area slows down, number of connected households increases significantly
- Deutsche Telekom competitors take on the majority of the expansion: 61 percent of Homes Passed, 70 percent of Homes Connected, 77 percent of Homes Activated
- Forecast: 2025 expansion target can be achieved, 2030 expansion target will be clearly missed under current political framework conditions
- Schleswig-Holstein remains the front-runner in a state comparison. Bremen and Brandenburg with the strongest growth

BREKO market analysis 2023
Fiber optic expansion remains on track despite numerous challenges: Fiber optic available to more than a third of households nationwide.
30.08.2023: With the BREKO Market Analysis 2023 published today, the German Broadband Association (BREKO) shows that Germany is well on the way to achieving the federal government’s expansion targets with a fiber optic coverage of 35.6 percent (as of June 30, 2023). With record investments, Deutsche Telekom’s competitors are ensuring a high pace of network expansion, especially in the roll-out of fiber optic networks for their own use. In addition to long-standing hurdles such as a shortage of skilled workers and slow approval procedures, the tactical double expansion of fiber optic networks in particular threatens to put the brakes on expansion.
- Fiber optic coverage in Germany at 35.6 percent in mid-2023
- Deutsche Telekom’s competitors are investing more than ever in Germany’s digitalization with 8.4 billion euros
- Dual expansion by Telekom jeopardizes the German government’s fibre optic targets: reported cases in more than 220 municipalities
- Schleswig-Holstein remains the front-runner in a state comparison. Brandenburg with largest increase in fiber optic connections
